HELP! Oetter to college DEAN

I have been trying to get into ferris state university for pass year I just graduated 2009..I had to reatake the act 3 times...and now there telling me it might be to late for me to get into the program I have to get into...Is there any way someone can help me write a letter showing my want/need to attend this college.
