Help! no be

When you don't have a 'be' here:

"the one coming up..."
how do you call this kind of sentence?

"the one which is coming up..."

How is the latter different from the first one?

I think many native speakers call coming up a reduced clause. Outside the Anglo-Saxon world, the term "relative clause equivalent" is often used.

Clause equivalents are just as good English as are sentences without them. Both your and my two examples are correct.
