Help needed with sentence structure

I was wondering if anybody could explain the structure of the following sentence:

"The question on everyone's lips is, will he have to resign over the political scandal."

A student of mine was looking for (and is confused by) the S.V.O in the sentence, but I seem to think it's a verb complement using a noun clause, am I right? Any assistance or examples would be greatly appreciated. Thank you in advance.
