Help needed on this

With reference to the classification of Simple Present usage on: http://www.englishpage.com/verbpage/simplepresent.html

This thing notifies you to collect your food - an example of USE 1 Repeated Action

Now it tells you your food is ready - an example of USE 4 Now

This thing notifies you the food is ready - Is this an example of USE 1? Is it correct or should it be "This thing notifies you 'the food is ready'"?

I suppose, following the examples, all of these are repeated actions. That's "USE 1" on that website.

"USE 4" is only for non-continuous verbs, and "notify" is not one of those.

They're not apostrophes. They're quote marks, and you don't need them. To make it more clear, add 'that'.
