Help need for interpretation..

Hello. I'm an english student. I wonder if You can help me. Would you please help me? I'm reading 'Seperate peace' by John Knowles. I'm having trouble with some sentences.
1. The school is considered the most beautiful schoool in New England, andeven on this dismal afternoon its power was asserted. It is the beauty of small areas of order-a large yard, a group of trees, three similar dormitories, a circle of old houses-living together in contentious harmony. You felt that an argument might begin again any time; in fact it had:out of the Dean's Residence, a pure and authentic Colonial house, there now sprouted an ell with a big bare picture window. Some day the Dean would probably live entirely encased in a house of glas and be happy as a sandpiper.
I don't know what "You felt that an argument might begin again any time; in fact it had: out of Dean's Residence..window" mean. There had been an argument in Dean's Residence?? Would you please explain the meaning of the sentence? Is this sentence grammatically correct??
2.All of them constructed at infinite cost to themselves these Maginot Linesagainst this enemy they thought they saw across the frontier, this enemy who never attacked that way-if he ever attacked at all; if he was indeed the enemy.
Does he(if he ever attacked, If he was the enemy)stand for "Someone all of them thought their enemy?) Does the speaker think there never existed the enemy in the first place?
