help me with this question please

May be it is not the riight place to ask this question but I could find no one to answer it. I hope you'll help me with the following question.


Whether turkey .........the EU or not,it .......... its doors to the world

a) is not going to enter / do not close
b) enter /would not close
c) to enter / closing
d) will enter / will not close
e) was entering / close

The answer given in the book is D. However, is it possible to use "will" with "whether" in this sentence? Can you please explain it? Thanks a lot.
