Help me with the understanding of one situation.

Hi guys,

I just watched new episode of CSI(nice one) and I didn't understand there to one phrase. Here is the transcript of the dialog of two police officers A and B.

A: Hey, Catherine, I Left My Cell Phone At The Studio. (no problem)
A: I Need To Go Back And Get It. (no problem)
B: Yeah, You'd Better. (no problem)
B: They're Department Issue. (no problem)
B: And If You Lose It, You Replace It. (no problem)

A: Does That Include The Cost Of The Contract?

(end of the conversation)

Can you please help me with the understanding of the red marked sentence? Could you please say it in the other way? Does it mean that officer A will have a lower payroll, because he probably forgot somewhere his cell phone? Or does it mean that he will lose a job? ......When I watched this episode, I was totally confused after I heard the red marked sentence...:-( and don't like it..:-).

Where these people live, when you buy a cell phone, you also sign a contract/agreement. You pay money every month, and receive a certain number of minutes that you vcan use to talk on your phone. The person is saying 'If I lose my phone and have to pay to replace it, do I also have to pay for the cost of a new contract?'
