What about the following sentence?

The festival will be graced by the presence of His Excellency, Swiss Consulate General, Mr. XoXoXo, the Special Guest of Honour on 30th July.

The festival will be honoured with the presence of His Excellency, the Swiss Consul-general, Mr. XoXoXo, our Special Guest of Honour on 30th July.

('Graced' has an air of femininity about it. I presume that you have checked that 'His Excellency' is the correct form of address for the Consul-general. You had better call the Swiss consulate to be sure.)
