Help me with 2 questions

Hello.
I need help with two questions:
1 You can`t come back tonight.
You can`t get back tonight.
Is there a difference in meaning?

2 Where have you been?(He has been gone for a short period of time)

Where were you?(He was out for a long time)

What is the difference in meaning in these two pairs of sentences:
1Where have you been?
2 Where were you?

1 You can`t come back tonight.
2 You can`t get back tonight.
