help me understand this sentence...

the risk of accidental loss to the Works shall transfer in accordance with the applicable law and the latest upon delivery of the Work or any portion thereof pursuant to Clause VII.

Does someone know "the latest upon delivery"mean ? and can someone express this sentence in another way.

i think it is about the underlying law for this delivery. that, in other words, with delivery/or after, the insurance ends. but i´m not quite sure for this is just one sentence out of the context.
