Help me understand sentences

Hi I got some questions.

(1)That's when the Taliban, who ruled Afghanistan at that time, refused to turn over the al Qaeda terrorists who were responsible for the September 11th attacks on the United States.


what does the word 'turn over' mean?


(2) Conflict raged in the years that followed with a coalition led by the U.S. fighting Taliban and al Qaeda forces.


Can I take off the word 'with'? why should this sentence have "followed with"?
