Help me to understand this difficult sentence

Hi guys

This is the sentence that I have some difficulties to interpret. Particularly, the first part "Just as seriously for Binut" This is taken from an historical text dealing with tunneling under a river.

This is the sentence:

"Just as seriously for Binut, the cost of tipping bags of clay into the river to plug this latest hole in the river bed."
