Help me to understand sentences

Hi. I got two questions.


(1)Attorney General Jeff Sessions recently ordered a review of an Obama-era policy under which the federal

government agreed not to interfere with state laws on marijuana.


=> What was the base form of this sentence typically with 'under which' ?

~~~~~ an Obama-era policy that the federal government agreed not to interfere with state laws on marijuana under. (Is it right?)


(2) His government on Thursday introduced legislation that would legalize the drug nationally by July 2018.

=> Can't I use 'a legislation' or 'the legislation' in this sentence instead of 'legislation' ?

Theoretically yes, but there is too much space between "policy" and "under" for comfort. The original with "under which" is much better.
