I assume you are not supposed to change the meaning.

All I can think of is this.

It is not that he is not going to meet the chairman.
This is a very awkward sentence that would require a very odd context to make sense.

Or perhaps
It is not that he is going to say 'Good-bye' to the chairman.
Or
It is not that he is going to meet the chairman's wife.
As you can see from these rather silly attempts, I think your teacher has given you an unreasonable task.
