Help me! The exercise "rewrite sentences"

1.Fares will be very likely to go up again this Autumn.
It looks...................................
2.There are more people out of work in this country than ever before.
Never.....................................
I think there are many sollutions for second sentences. Actually, I have already had answers but I quite suspect them so everybody do them then explain to me, OK? I thanks very much! Emotion: big smile

or It looks like that Fares will go up again this Autumn.
I thinks the first answer is True because in this situation, likely is a ADJ, it '=' probable so it is must behind looks, but some said that looks like '=' likely so likely is unnecessary
