Help me spot the error in the following sentence.

When President Nixon met(A) with(C) Chairman Mao, he(C) felt a new chapter in history had begun(D).

My teacher thinks it's (C). He says 'he' is an oblique reference. He says that we can't determine whether he refers to Nixon or Mao.

I have other views. Help.
