Help me someone : infinitive clauses vs infinitive phrases

i am wondering about infinitive clauses and infinitive phrases.

there is a sentence.

" one way to change things is to talk to the company's management."

above a sentence

i think that the first underlined word group is an infinitive clause.

and the second underlined word group is an infinitive phrase.

isn't it correct?

but some people say that " to talk to the company's management" is infinitive clause.

because it is a non-finite clause which subject is dropped.
