Help me solve this question

Q: Such was the national mood in early 1976 that plans for a mammoth celebration of the bicentennial in Philadelphia had been quietly______

Following to my answer sheet, the correction is A. C is absolutely wrong. But I can't choose any answer from the others. I think they're all right. I also look up them in the dictionary and see them have the same meaning. I'm so confused. Please explain it to me. Thanks very much!
