Help me make this event into a newsheadline and into a report

The event is below

I can see on a tv channel that 'PM is standing with the general public at the metro station'.

This is not an English news channel. It's a Bengali news channel. So I can't see the English news headline on this channel for this event.

1. Now my question is that What would be the English news headline for this event on an English news channel?

2. Suppose, I and my friend are watching this event on tv but my friend doesn't know 'Bengali'. So how to report this event to my friend (in English)?

3. Say, I am watching this event on youtube. I want to express this event in the subtitle (English). so I want to add a subtitle to this event. What would be the subtitle for this event?

*Bengali is a regional language in India

There is not enough information for a headline.
