Help me in forming question.

Hi All,
I found that below sentence is not well formed
The development of the hybrid cars based on expected efficiency parameters will be able to increase the mileage.

They mentioned the correct sentence as,
The hybrid cars which was developed based on expected efficiency parameters will be able to increase the mileage.

Could you please explain me what is wrong with the former one.
