Help me, I don't understand this man
Dear colleagues and teachers,
This morning, I woke up bumping against this man, who asked me to translate this sentence in a Specification of curtain wall cladding. I am now at my wit's ends, making no head or tail of it. Please help me explain this in other easier way around:
"The work and materials described shall except as applicable for tolerances performance testing of a complete assembly and where otherwise noted on the Quality Management drawings or directed in this Specifications:
Standard A..
Standard B.."
Is there anything missing in the sentence to make sense?

I have inserted commas and a possible main verb, which seems to be missing, at least. I cannot vouch for the accuracy or validity of this engineering statement, however: The work and materials described shall , except as applicable , [be submitted] for tolerances performance testing of a complete assembly and where otherwise noted on the Quality Management drawings or directed in this Specifications: Standard A.. "
