I'm writing a formal letter to ask if I'm allowed to apply to a uni directly without going to collage.

Please help me to fix my vocab (into more formal) and grammar.

I'm a soon to be twelve grade student from xxx. Since I'm graduating within a year, I want to apply for your university.
I'm writing to ask if I'm allowed to apply for your university when I haven't gone to collage?
And can I know when will the scholarship in drama studies for international students out?
