Planned sought or current tertiary education in Gothenburg

what do they meen with Planned sought education in Gothenburg

do the meen education you are planing to apply for. but you havent done it yet .

but sought is past tence of seek and seek meens try to get something

can anyone explain to me the differance between past simple and past participle
