Help me correct this sentence

Question

"Greenpeace, an international organization of environmental activists founded by Canadians, uses nonviolent means to protest and block activities it considers environmentally harmful. "

Now we got two different subjects: 'Greenpeace' and pronoun 'it' (which refers to activity?), and two different predicates: 'use' and 'consider'. But how come we don't have a conjuntion to join them?

Shouldn't it be corrected as below,
"Greenpeace, an international organization of environmental activists founded by Canadians, uses nonviolent means to protest and block activities which are considered environmentally harmful."

In addition, is it right when we say "be considered+adj"?

Passive: be considered + adjective (OK)
Active: considers (to be) + adjective (OK)

I don't agree that [1] should be corrected as [2]. When you change from [1] to [2], the meaning changes.

The meaning of [1] is that Greenpeace protests activities that the members of Greenpeace consider harmful (others may disagree).

In [2], however, it is implied that the activities being protested by Greenpeace are considered harmful by everyone. Since this would include opponents of Greenpeace, [2] is a weak and misleading sentence.

Ohh Now it downed on me. I never thought "it" would refer to Greenpeace (maybe the sentence is too long, and the subject is far away

). No wonder I was confused about two subjects and two predicates, and how come "activities" is the plural form, but "considers" is the third person singular form.

And never thought that the little change would lead to a big divergence of meaning of the sentence. Great!
