Help me

He says the housing plan will not help dishonest lenders or irresponsible borrowers, or save every home. "But," he says, "it will give millions of families resigned to financial ruin a chance to rebuild."

hi , every body

the painted sentence in full is "it will give millions of families that are resigned to financial ruin a chance to rebuild." Both of these objects ( "millions of families " , "a chance" ) is of the verb "give".

But i don't know wherther this understanding of me like that is true or false ? Can you help me
