Help in editing a sentence

Please look at the following sentence:

"This reduction in contact may mean that appearance-related psychosocial problems are either not detected or when they are there is insufficient time to offer effective and appropriate support"

Any suggestion on how to edit this sentence agreeing with the rule for correlative conjunctions or is the one given above correct as given?
