Is correct to say : Dare you to move or I dare you to move. What is the difference between this phrases?

They have the same meaning, but only #2 is a true sentence. In spoken English, subject omission is quite common. Similarly, for example, one might say Not feeling so good today instead of I'm not feeling so good today or Don't think so instead of I don't think so, etc.
