help about to be + p.p

hi guys and thank you for giving your time just for reading my question ... i wanna know about this and also the meaning of this grammar
when we use it in our sentence ... for instance there are many kind of these rule ..check these : must be done / should be done / might be finished and ..... i know exactly what they mean but i dont know this :

to be done ( to be + p.p ) // to be represented / and ...
really hard to understand ... please tell me something about this .. really thank you ...
