Help.

A reporter is reporting through a live TV. The reporter is not at the place where the event is happening but he is reporting through the live camera.

The flags are lined up and we can see the two chairs which would suggest the two presidents will be singning some sord of agreement soon.

I saw this on news channel. Is the use of would correct? And also does the would mean uncertainty?
