If someone creates a problem for himself intentionally and asks others for help to that problem - what is it called ?

For example, in my country there an analogy of plowing the field. If someone is irate, or aggressive or ill-intentioned, what he does while plowing the field with a pair of oxen is: he puts the plow in some kind of obstruction on purpose. Then, the oxen will not be able to pull plow because there is some obstruction. And he starts beating the oxen, to show others, in the pretext of not walking.
Is there any expression/idioms/proverbs in English that describe such situation?

This part of your story is unclear. Why is he not walking? Why does he need an excuse not to walk? What do you mean?

Do you mean "not working"? This sounds more like someone who is lazy, not like someone who is aggressive.

No English idioms come to mind to describe this
