There is no general agreement among writers of grammars and compilers of dictionaries about what verbs are phrasal verbs, prepositional verbs, verbs collocating with prepositions, etc. Though the expression 'phrasal verb' can be useful, it's usually a waste of time trying to define it too exactly. Whatever you say, somebody will disagree.
