Question

Pumps and pumping machinery serve the following purposes in water systems: (1)......; (2)....; and(3)transporting water through treatment works, backwashing filters, draining component settling tanks, and other treatment units, withdrawing deposited solids and supplying water (especially pressure water) to operating equipment.
It's quite confusing for me to analyse this sentence for it has too abbreviated words.
Question 1: In part of (3), I think the comma after "settling tanks"(labelled in red) should be omitted rather than existing. Otherwise it's quite confusing for me. Am I wrong?

Question 2: I've heard "settling tank", so what does 'component' here mean?

It is an adjective modifying 'settling tanks'; it means that the tanks are components of the water system.

Sorry, I 've made you feel confused because I mistook "abbreviated" for "omitted". This sentence, however, omitted some words to try to show as much information as possible .

I worked with different kinds of pumps over the years. Pump actually doesn't transport water, however, water pump driven by electric motor generates positive head pressure in the water pipeline such that water is pushed from point A to point B by means of positive pressure. This pressure is regulated in the water work system to insure stability. That's how we get our water from our local water department which typically regulates the pressure typically at 60psi. Water treatment plants use the similar equipment but configured the mechanicals differently for a specific spec and application because treatment plants have very fine filtration membranes at different stages which is as fine as 1.0 micron to insure the treated water is contaminant and particulate free before discharging it to waterways. Settling tank is actually more of a resevoir where solids in the dirty water is collected before the water is pumped to another resevoir for further cleaning.
I have not heard draining components before. So I can't offer you an opinion. It could be a pneumatically or hydraulically actuated valve for the purppose of discharging treated water to public waterway. The person who wrote this appeared to have used non-standard terminology so the precise meaning is unclear. That's just my take.
