When I said: he ordered to Sophie and Clem to straight the basement up for the General.

Do I have to say He ordered to Sophie and to Clem to to straight the basement up .... or I keep it like that ??

I'M not sure, because if its to Sophie and to Clem, it does a lot of ''to'' in the same sentence !
