Help

Please check:

Yesterday, we went to the park. I have/had never been to a park before so it was quite an experience for me. I also saw my good and one of my best friends called Ann. I haven't/hadn't seen her in quite a while, but I really appreciate her coming all the way to my town just to visit me and my family.

This happened yesterday. Why is it that some people use the present perfect when storytelling like I haven't seen her in quite a while instead of hadn't. But if this happened a year ago they would use hadn't. My question is, is there a time frame when using the past/present perfect or is it up to your own judgement?
