Help!!!

I am just confused....Please help...

I have 2 statements here:

"People reported that the Democrats have won the election."

When changed to a different form, it can be rewritten as:

--> The Democrats are reported to have won the election.
or
It is reported that the Democrats have won the election.
(The linking verb are in their present form, -is)

But why is the linking verb in this sentence in its past form, -was:
--> It was reported that there were ten more cases of bird flu in Turkey.

Please help... " Because the active version uses past tense (report ed ), I would use ' was reported' as the passive verson. If the active version uses present tense (People r eport ), say ' The Democrats are reported/it is reported', as you have in the following examples.
