Did they actually say "it's that time of day"?

This is an idiomatic phrase. It means 'something is happening that I expect to happen at this time" but in a jokey way. The person meant 'I can see that it is time for us all to mess around now". It's a bit hard to explain but if you google 'it's that time of day" you'll find lots of examples.
