I am just wondering is past simple & present perfect gives the same meaning?

1) I can see you called us / I can see you've called us
2) I didnt do it / I havent done it?
3) my phone has been fallen/my phone felt down
4) Did you do the homework?/Have you done the home work?

Can we use present simple in past or future senario explanation?

1) when i was walking through the road I SEE/SAW a bird
2) If you block this one, the water CANT/WOULDNT pass trough
3) i ll do that if I HAVE a car
4) When i was in uni, I DO like cakes
