There are probably several other historical dictators of note. Russia under Stalin, and Rome under Nero, Caligula and a few others come immediately to mind.

fivejedjonNero and Caligula may have claimed to be gods, but I don't think that counts. My knowledge of history is not wide enough for me to be able to claim that there has never been a magocracy, but I am sure we have none today.
Early hunter-gatherer cultures (and even some modern isolated tribes) were led by shamans, probably coming the closest to the gamin
