It's not common.

Twenty fifteen or two thousand (and) fifteen can be used for 2015, but we don't normally say twenty oh nine for 2009, though we do say nineteen oh nine for 1909.

Your suggestions are very odd because, they are not common. Some people pronounce years in the last decade in the way that Blue Jay gave an example of: twenty oh nine for 2009. This is rare.

In the US, you'd hear the following:

2009 - "two thousand nine" (but this is often pronounced simply as: "two thousan-nine" - the "d" is hard to pronounce and so it is simply omitted).

2015 - "two thousand fifteen" (often pronounced: "two thousan-fifteen"); "twenty fifteen" (often pronounced: "twenny fifteen") is sometimes heard - this is a more "macho" way of saying it, and "
