I've never heard "a ****-raising man" but I"ve certainly hear "a **** raiser."

Someone who causes a lot of trouble, who doesn't really care about the outcomes or the effects on other people. It's derogatory.

Hi, I didn't invent that word. It came from Bill Clinton's book My Life, in which he described his step-father, Roger Clinton, as " a handsome, ****-raising, twice-divorced man form Hot Springs...". Probably it is rarely used in our daily life. Anyway, thank you for trying.
