He’ll be out on the town

In the example:

“So where is he now?”
“With his family. In Highgate.”
“Highgate? He’ll be out on the town, then. Still what you don’t see can’t hurt you.”

Does the yellow block mean, He’ll be out from her family and now in the town?

Note the use of the 'will of probability'. He is probably out on the town.
