Hell around

Hi there,

Can someone explain me (or without me ?) the meaning of "to hell around" ? Is it a common phrasal verb ? I need some examples of its use...

As an American, I have not head that phrase. Raise ****, certainly, but not **** around. So it must be used more commonly elsewhere.
