Heavy conditions - possible to say that way?

Hi,

Yesterday I took my finals in English. Of course there were some grammar tasks to complete. My question regards one collocation. Is it possible to say: 'heavy conditions'? There was a sentence about Native Americans who are valued because they can work in ___ conditions or sth like that. The correct answer turned out to be 'tough conditions'. But is 'heavy' improper?
