Then, would it be possible is you say "There is always a rush hour at this time of the day"?

Yes, but 'rush hour' implies that it's at the same time of day every day, and is usually understood as being roughly from 8-9 in the morning and from 5-6 in the evening, so it's a bit redundant. How about - "The traffic's always this heavy in the rush hour".
