heat on

It was strange on the evening that I did not see any cars on the road. Probably people stayed home with their heat on.

Are they correct?

It was a strange evening because I did not see any cars on the road. At least, I think this is what you meant to say. " but you would then go on to say what was strange about that evening, and you would have used the "that" clause to say which evening.

You could say "It was strange on the evening that..." but you would then go on to say what was strange about that evening, and you would have used the "that" clause to say which evening. I think you mean that what made the evening strange was the lack of cars.
