Heard these sentence on TV, but not exactly that

Could you tell me how you'd say something like this please?

1 Make a list of high value targets within the evacuation zone that don't have patrol cars near them.

2 You like big house unless you're a cop who's walked into a house, ransacked and you are searching the house for burglars. That cop just wishes he had walked into a smaller house.

3 I don't have the power to give you a cheaper rate. You'll have to talk to the manager.
