Health- related behavioral hiccups?

Hello everybody.

The same brains that lead to health-related behavioral hiccups inevitably lead to hiccups in other settings. Approaches effective in activating better health behaviors are equally effective for improving other behaviors as well.

Would you please tell me what 'the hiccups' means in the bold part?
