"Heading to __" or "heading toward __"?

Which preposition should I use in the following sentence?

I'm now heading (to/toward) Washington.

I'd say that heading to Washington means Washington is exactly were you are going. Head toward/s Washington means in that direction, I don't know whether that is your intended destination.

They are both possible. "heading toward" tends to be more literal (i.e. you are literally travelling in that direction), while "heading to" tends to just mean "in the process of travelling to (or about to travel to)".
