I wish I could, but this sentence comes from a TOEIC question.

A picture shows a ship is crusing on a river. There are four choices and only one of which closely matches the picture.

A) The sheep are in the meadow.
B) Water gathered around the bucket.
C) Most of the votes are headed in.
D) The ship is leaving the harbor.

Hi,

A picture shows a ship is crusing on a river. There are four choices and only one of which closely matches the picture.

C) Most of the votes are headed in.
D) The ship is leaving the harbor.

I know the best answer must be D), but I also wonder what C) means. Please advise.

I see. The word "vote" here just plays the role as a distractor. Thanks.
