He who would search for pearls

Hello everyone. I have a couple of questions.

Regarding the following sentence: He who would search for pearls, must dive deep.

#1 I'm not quite sure whether I understand this sentence well. Can we paraphrase this sentence as "If a person wishes to search for pearls, he or she must dive deep"?

#2 Why is a comma placed after "pearls" in the sentence? Does it mean that the clause "who would search for pearls" is a non-restrictive relative clause? Can we say that "A person, who would search for pearls, must dive deep" is the modern version of the original sentence, which seems old-fashioned?
